A laser only has make a narrow beam that is only good for a few kilometers, maybe a kill-warrant scanner is sending a wide beam orders of magnitude further through hyperspace to check databases beyond your current star system? A kill-warrent scanner might actually contain a mini-hyperspace-drive, and spaceship engineers are amazed at how
little energy it uses to get the job done.
But to be Captain Obvious: better gameplay and balance is generally more important than better trivia. A kill warrant scanner can be used to bring a player a lot of money. Ship equipment that brings in a lot of money should also bring some kind of significant trade-off to the ship, else there is no reason to be selective and carefully specialize your ship loadout, then half the fun of the game would vanish, and then no-one would complain about the trivia any more because no-one would be playing the game
