Why are culinary and cocktail recipes so hard to get?

IIRC, it may be possible to game the unlock. I have not tried it*, but if you have a FC + bartender, you may be able to sell and buy the same item several times to complete the unlock.

* Having a stock of dozens of the things and plenty when in Colonia is the reason.

It's a known exploit.
Don't do it ;)
