Why are Federation stations selling/buying slaves if they're an illegal good?

I've noticed this a couple of times already. First at Evans City, most recently at O'Connor Landing, both Federation stations that list "Slaves" as illegal commodities in the system map, and yet there they sit on the main commodities screen (it's not just a black market buying them). Is it a bug and should I ticket it?

Well yes, but they don't usually do them in plain sight. This is the at the same station that would blow my ship up if I sauntered in with a cargo hold full of slaves and didn't take measures (silent running, coming in at high speed) to avoid a scan. I think something is amiss here.

Stations are owned by one entity wit hloyalty towards a faction. If the owning entity doesn't find those things illegal, then they are not illegal, despite the fact that the system is loyal to the Federation. These sorts of things would cause tensions between the Feds and the local governments, but unless they get out of control they wouldn't require harsh enforcement.

I have noticed that a station in a system close to the one where I trade has switched from Fed to anarchy and is run now by a cartel that has deals with my... boss.
 
In a lot of the GalNet news, Empire criticizes the Federations use of slaves "whilst pretending they don't exist".
It seems that the Empire is a good example of the difference between prohibition and legalization: One makes something illegal and causes the act to remain hidden and more lucrative; the other accepts the reality of the act, legalizes and regulates it.
I will be sure to make sure the farmers of Kappa Fornacis don't keep their right to grow crops, I would not be making as much money if Onionhead was legalized ;)
 
Thanks for the replies. I'm pretty sure I checked the station info in the system map for each of these stations, and slaves were among the explicitly called-out illegal goods, but "whatevs" I guess.

If you're sure that this is the case, you may have found a bug. It's true that some systems have differing local policies - one station may deem slaves illegal, while another in the same system condones and sells them (pirate/unsanctioned stations spring to mind). But a station shouldn't be selling slaves on the open market if their own local law declares them illegal.
 
In the case of Evans city, I took a screenshot of the system map info as well as of the market screen, so it is a bug in that case. What's the bug report site again?
