Why Are Interdictors Legally Available?

What's the lore's justification for giving pirate-o-matics to anyone with the cash for it? I remember seeing a news item a while back about how people were mad about restrictions on interdictor sales or something but I can't think of a legal purpose besides policework.

That is a good point. maybe you sohuld only be able to get them from non federation space....then again that would unbalnce the game quite a bit

How about it's only legal to do an interdiction if you're friendly or above with the controlling faction?
