Newcomer / Intro Why are scooped materials from destroyed ships considered “stolen”?

Out of curiosity I decided to visit one of those “degraded signal” spots in system to see what was there. Turns out to be space wreckage with scoopable materials. So I scooped up some materials. Later in station I noticed in my inventory the items listed as “stolen.” I am wondering why they are considered stolen? Wouldn’t cleaning up floating debris be a good thing. Certainly would make salvaging a viable job to do.
 
If you look at the options to dump cargo from your ship one leaves it identified as yours the other removes the ownership of the dumped cargo.

I suspect that cargo that shows up as stolen has ‘someone’ else’s ID on it still so you end up with cargo that doesn’t belong to you when you scoop it up.

Materials aren't stolen because it's scrap from the ship.

Cargo is though... as it's in containers and tracked to their owner (dead or not)

Ah, recently I picked up a limpet from a bounty ship and it came up as stolen. Not sure the reason for that mechanic since otherwise it would just float in space as space garbage.

The limpets we can pick up are in Canisters so cargo and cargo can still have someone else’s name on the tag.

To be honest I have spent quite some time in various locations in the game where there is stuff in canisters to collect setting them to ignore just so my limpets won’t get me into that sort of trouble.
If I ever need to collect stuff that way I will change that but generally I consider cargo canisters more trouble than they are worth.
