Why are slaves available on normal Market on some Fed systems and stations ?

Can someone explain me, why Bacon Port (controlled by Federation faction) in Gliese 868 (a Federation system controlled by Zachary Hudson) sell Slaves and take imperial slaves in normal market ? :S
Slaves are still illicit cargo in this system and as well when docked at this station. So why is there a normal market for it ? Black market don't take them. I thought on this station slaves should be goods for the black market and I did not understand why a normal market is allowed to sell illegal goods.

Would be nice if someone shed some light to it :)
 
because powers stand above jurisdiction.

(For the same reason, opposite power's agents may legally shoot you in their systems even if you are allied with the controlling faction).

FDev have not bothered to 'fine tune' the obvious mistakes, which there are plenty of.
They need to do a lot of these kinds of fixes, sooner rather than later.
 
Some systems are controlled by feds, empire or alliance but have stations controlled by independants or other major factions. eg. an alliance controlled station in a fed system and their laws apply to that particular station regardless of the laws governing the system. Alas Station in Gliese 868 is one such example.
However in this particular case Bacon Port is a federation station and federation law applies ie. slaves and imperial slaves are illegal goods.
This must be a bug.
Click this > https://support.elitedangerous.com/kb/ and open a ticket for a bug report. I think a lot of this has cropped up since powerplay was released. FD need to be aware so they can fix it.

As Ironwolf above really. The background sim is full of holes that don't fit the artificial layer that is bolted over the top.
Hopefully FD will give it some love and we will start to see a more cogent and believable stage soon (TM)

I have always understood, that the control of the system is one thing, but the station or outpost, is an other. An independent outpost, can sell what they like, the risk is all yours if you wish to buy.

Yep I will do so. I know that powerplay can override some of the old rules but this example made no sense to me, since Hudson is a Federation hardliner and sure as hell wont tolerate Slaves. The System is federation, the stations owning faction is federation and the controlling power is also federation. So I thought of a bug but wanted to ask here first. I will pass this to the devs now.
