Why are there more Deserter Asass missions than kill Pirates missions ?.

Is ther a moral point that I'm missing, Deserters aren't Pirates yet missions for deserters outnumber Pirate missions by 5:1 why...?.

Deserter missions usually show up in factions in state of war/civil war.

Pirate lord missions show up almost anywhere.

At least that's what I've observed.

Once station I'm at is offering about 12 follow on Pirate Lord Assassination Missions. I should do them. But half of them are based in huge 400,000ls wise systems. And I know my luck. Lol
