I've been doing missions for days for the Empire faction, I've done missions at the same dock, I've done missinos in different systems and yes they are all allied with the Empire but all I get from doing them is the little up arrow on the systems page for the empire? When am I ever going to get friendly?
Why can't I gain rep for the empire?

look you do missions in systems with only one empire faction, or at least not hurting another empire faction. maybe you are in that vicious circle of gaining rep and loosing it through gaining?
do you get fines or bounties in empire systems? this is a reputation killer, too.
beside that - it takes sometime. best is to get friendly with local factions. with how many local empire factions you are friendly by now?

once you become allied with one minor faction, move on and become allied with another. Once you're allied with enough minor factions, you'll be allied with the Empire as a whole.
Focus on charity missions. They have an Icon of a hand with a + above it. Also do some data or cargo transfer missions. If you do any assassinations or killing bounty hunters or traders, you run the risk of hurting your rep with a separate empire faction.

Well you were right, I was in a vicious circle, I didn't realize when I accepted a mission and didn't complete it I lose rep, I had no idea that was the case, so now I'm only going to accept missions that I know I can do thanks
