Why can't i hold all of these imperial summons?

I got the mission to go to Summerland (was given permit). Did it, flew there and nothing really happened. Ok thats cool I'll go else where and keep my naval progression going. Now the only bullentin board navy missions i can seem to find are all imperial summons. I've even headed back over there and again, all i see are "imperial summons" missions. These even sit in the Unavailable missions category.

Am I missing something? Did something bug out? I'm rank Lord.

Same happened to me.. A while later I got a mission to deliver cornflakes to a system next door and they made me a Baron. Its eerily like how people climb the ladder in the British establishment.

I'm still unfriendly with the Empire though.. These guys just dont want to make up with me.

Pity about Summerland, system info indicated something cool might be there, with the permit and all.

These missions (empire or fed or alliance side, doesn't matter) are a bit confusing in their wording but they only give you a permit to be able to access the system they mention at will. They usually appear after a rank increase and are like a reward following the rank increase (Got a promotion? Now you can access that system!). When you see them as unavailable, it's simply that you already have that permit. They can appear several times at the same station right after a rank increase. You only need to accept them once for each system/permit offered and it's done.

You don't have to go these systems unless you want to visit them. Progression will continue without going there. You'll find your next rank up mission opportunity randomly on any fed / imp / alliance (pick the one that applies) station/outpost you'll dock to.

I haven't been bothered to go to one of them because the other 2 did nothing when I got there, but its still listing in most places I go as an unobtainable mission.

Weird, they were only offered to me a few times for each permit but I tend to accept them as soon as I see them.

Only 1 mission per rank (some of them being simply basic courrier mission) and it doesn't really seem to matter much anyway. The only difficulty was how randomly these missions tend to appear and if it's a kill mission, how many USS it will take (/yawn) until you find the npc they sent you to kill.

The whole rank gaining is very lackluster in ED so far. Even Frontier had it better with medals and hymns played for each promotion.

You do not need to go anywhere to progress, at least until much higher ranks AFAIK.
You get naval progression missions as you gain rep after certain threasholds. Once you are allied with the faction, you'll get more progression missions.

I am Earl and Lieutenant now. Took a while for naval progression to move after Warrant Officer, and it only happened after I became allied with Feds.

Nope its just bugged... right after u took the mission you get the "Mission Updateded" but this update had to be in that System! you should get a msg only then when you are in the right System not right after you took the mission..
The Mission text told me something like "arg all on fire bla.... You will revice an encripted msg when you are in ""System Name"" but i already get that msg without being in that System.... This Mission isnt displayed under the Missiing Tab either... you cant close this mission.

Sad but true.... its bugged!

I got the permit to go to Achenar. Went there to the Capitol station, Dawes ______ something. I looked at the BB there and sure enough, imperial summons to Achenar. Shook my head a little at that one. I have the permit, I'm IN Achenar, yet I'm being summoned to... Achenar? Had to laugh a little. Posted a ticket for it.

Yeah. The rank progression missions are the most disappointing thing in the game so far for me. I've got a permit to 'Summerlamd (sic)', but never seem to get offered one for Achenar or Facece. I'm a Viscount goshdarnit - gimmie a permit.

Same here. Although I got the Permit to Achenar and summerland and now summerland wont give me the "communique". Currently Lord for the empire...

The devs probably meant to do more with these permit "missions" but ran out of time before release. So now they're just poorly worded "Congrats you can now fly to system X" events. (I bet we see an overhaul of these in the next 365.
