Why can't I land on some planet stations?

Zoom in enough for the detailed surface view from the system map, then look at the station/outpost in question you can see the availability of starport services if they have them.

Does the base have a landing pad big enough for your ship? If so then all of that type might be full.

I think it's because they have no facilities.

A quick way to tell is to look at the station icon (in the Nav panel or in the stations list in the System Map).
Circular station - can dock, lots of pads in all sizes, usual facilities.
Two tower blocks - can dock, one or two of all pad sizes, usual facilities.
Two low buildings - can't dock, this is just a planetary outpost but you can land nearby and drive in to scan the Data Point.

This picture shows the 'two tower' type White Prospect and the 'low buildings' type Gerlache Enterpise. There isn't a 'circular' one, but you'll recognise that easily enough when you see it.
