Why can't I sell some non-illegal goods?

Ok. So I'm currently at LHS 3739 with a hold full of Combat stabilisers (and a couple of rares).

Combat stabilisers are NOT illegal at this station (although they ARE at other stations in the system)

but neither the Combat stabilisers or the rares are showing up in the commodities list.

Now am I missing something here as to why they are not showing up or is this a bug?
 
There has to be a demand for items before stations will want to buy them from you.

I've had before that prices aren't listed until you turn up with some in the hold (and typically then at unfavourable prices) with NO demand but I've never had it not display anything before except when illegal (and so have to visit the black market).
 
I've noticed weird things with markets and jurisdiction and such. I can never tell if a station purportedly exporting personal weapons in the system map will even have them on the menu when I arrive. It might be because the dominant system faction is in control of the market (at least in the sense that they get the influence boost for your trades), and that the system owner can overrule any lesser stations, regardless of what the controlling faction of the lesser station consider legal. Sort of like a state law/federal law kind of deal. I haven't found anything to support this and haven't seen it mentioned either, so it'd interest me greatly to know if that's the way it's supposed to work.
 
Hmm, that might be why. The dominant faction is (possibly incorrectly) controlling the market even while the station should be able to trade in those goods.

If it was purely down to "demand" then I shouldn't have been able to offload 96 Combat Stabilisers at a station that only had a demand of 55.
 
Just to prove that it's NOT demand based I went off and got something that had zero demand. It appears in the commodities (and I can sell it) despite there being zero demand.
