Why can't we adjust species number requirement in custom challenge?

Especially Jurassic requires 25 to get away with the punishment, but other than SW USA Jurassic challenge, all others are below this number, it also makes it pointless to reach this goal if you just want to hit 5 stars.

Let us be able to adjust it.
