You can. First set up a 2-0-4 situation (easy) where you want a 1-2-3 end state. Then add 2 pips to the “0” system.

I'm asking about literal 1-2-3 pips on the pips system, we can't do it, what we can do is 1-2.5-2.5 pips, or 0.5-2-3.5 pips or several other combinations involving .5 pip.

I do all my power management from a G13 pad, where I've programmed the keys to set the pips the way I want. It's a beautiful thing.
I always wondered why scanners aren't fitted into ship sensors. The basic sensor can detect the status of the selected ship, surely an upgrade should warrant scan etc. Oh well...

Exactly. This is why FDev should implement a way to preset a bunch of pip-distributions... in combat there's simply no time to fiddle around to get the pip-setting we actually want, so most players are probably using third-party macro software to achieve this.
