Because all the background sim/missions/poi comes from the servers.
Solo mode is exactly the same game as other modes - same galaxy, same requirement to connect to the servers to download current system information, etc. The only difference - the only difference - between the game modes is in the matchmaking servers, which decide which other players you might share an instance with. In Solo mode, the answer is always "None".
