Why can't you simply buy system permits?

Maybe even the ability to purchase a "temporary pass" that expires after 24 hours.

One less grind won't break Elite.

- It's hardly a security risk, as I'm sure an invasion fleet isn't concerned with having a permit or not.
- The relatively short grind also wouldn't hamper a would-be spy or saboteur either any more than paying the fee from the get-go
 
I think you answered your own question.

Doesn't take much effort to get them. I don't see that as being a motivator for them to change it at this point.
 
System permits should affect landing rights, not system access. Don't have permit? Your landing request is denied but you can still enter the system, scoop the star and continue the journey. The only reason to lock entire system behind permit is to disallow moon landings.

Oh, and even better solution. Without permit you are allowed main star vicinity. About 5 Ls distance. After that system security pulls you from SC and gives a hefty fine. and/or destroy on sight due to trespassing.

You can visit the system but can't do anything, virtually the same result.
 
why not pay for beeing there?
this way you wouldnt even have to travel?
