Powerplay Why choose a faction if....?

Why choose a faction if you're wanting a little bit of what they all offer?

As an example, I'm interested in joining the Alliance but I want the Federation "Sol System Permit" to gain access to Sol. Is it possible to get the unlock then join another faction and keep the previous unlock?

( I really hope that makes sense because it's probably a bad example to what I'm talking about. LOL!! )

You don't need to "join" a super power; You can just raise your reputation/faction with them to earn the ranks and system unlocks. Now if you're talking about the power play factions, that's a different thing.
