why do all the new C&P changes apply to non-Pilots Federation bounties?

Beyond what seems to be bugged fines that lock pilots out of contacts so hard to pay off, why do normal bounties do all the notoriety stuff etc? Shouldn't that just be for player on player combat ie the new pilot federation bounty?

THe C & P affects PVP and PVE equally. Always was going to do this....C & P was never going to be about stopping gankers or griefers....the devs want to minimize that gameplay...not stop it completely.

Fines can be paid at local system where they are incurred.

Bounties have to be paid at Interstellar Factions.

The only bug seems to be related to Interstellar Factions not recognizing the bounty properly.

Seems like massive overkill for friendly fire etc. Old system was fine.

In terms of FF incidents, the rules have been made easier in reaction to the new C&P system. The threshold has been raised, and a new crime, 'Reckless weapons discharge' has been added. Fines can be payed off at the appropriate station using the Anonymous Protocol. Only Bounties have to be cleared at an IF contact.
