Why do only some of the lights work during the day?

So I'm working on the interiors of a building and I noticed that only some of the lights seem to work during the day. The rest only work during night time. Am I missing a setting.

on a side note: why can't I get rid of kerbs from paths? why make paths so customisable and get rid of one of the better customizable aspects from the fist game?

The setting from the previous Planet games, to turn on lights, turn them off or have them set to automatic is missing in PC2

If they can turn on and off with the sequencer that shouldn't matter, but they still don't work in the dark during the day.
