It's the known issue with AMD cards/drivers (for some reason). "HUD Occlusion" is the name people gave it, as discussed here:

Might try this for a start (last page of thread):
Set Wait for Vertical Refresh to "Always On"
That fixed everything, it is possible that another troubleshooting step I took before this one had some effect on the process, so if anyone says they require more help I will go through the bother of describing each and everything I did to resolve this issue, but I have no idea what would have actually had a effect on the issue and what was just a giant waste of time.
So what I think fixed the problem was this:
1. R click on your Desktop (not any icons or anything just the background) and select
Graphics Properties
2. Select
Gaming on the left side of the window that pops up
3. On same left side, now select
3D Application settings (High-performance graphics)
4. Scroll down to
Frame Rate Control
5. Set Wait for Vertical Refresh to "Always On"
