Why does the main menu screen need 85% of my GPU?

Decided to run the Geforce overlay to see how my CPU and GPU were being utilised in Odyssey. What struck me the most amongst the varying levels of performance was when i was sat on the main menu screen. In Horizons its 10% CPU and 49% GPU. In Odyssey its 21% CPU and 85% GPU. Seems a bit excessive to me.

PC Specs are an AMD 2700X CPU, Nvidia 2080 RTX and 32GB of system RAM.

To clarify for a question asked below, this is outputting to a monitor at 1440p.

Yeah, it's insane. It jumps my temps up about 20C and my memory junction temps up 30C. Power usage also jumps by about 250W. o_O

Usually it's a case of the menu running at some insane 800 FPS or something, but I've got the limiter on and it's locked at 60 still.

OP - is that on a monitor or VR?

I tried VR today with FPSVR running and was noting my 98% GPU usage with CPU in at a level similar to yours, obviously I’m aware GPU use in VR will be far more extreme. I’m kind of hoping you‘re on a monitor ... in the belief, or at least hope, that this may mean there has to be some scope for further and better optimisation.
