Why doesn't insurance just give you cash?

Ok, so this hasn't stung me, and probably never will, but why is insurance all or nothing? Surely if you can't afford the rebuy cost you should get 95% of the cost of the ship as credits? This way, there wouldn't be such a massive difference between having the rebuy/not having the rebuy.

Or it gives you the cost it would take to buy it back instead of nothing, atleast it would not be such a big hit for the player, not that I am at all bothered (I think its fine the way it is)

The only interface for the game is via the ship. If you don't have a ship you don't have an interface. At the moment the insurance system is interwoven into the design mechanics of the game. Maybe this is something that will change when you are able to walk around stations.

You'd still get a ship. A sidewinder, just like now. But you also have a bank balance made up from the rest of the insurance.
 
No insurance = you deserve all you get!.
Would you buy a brand new car and use it on the road without insurance? i don't think so..
It all adds to the fun of the game IMO.

Um... everybody has insurance. There is no choice. Even if I leave the station with 0 credits I'm leaving with insurance.

IMO the issue is that if you're just under the rebuy cost you get nothing, if you're just over it you just pay 5%. I think a 20x jump in penalty is a pretty harsh game mechanic, and if you cannot afford the rebuy of your ship, your insurance should pay out as credits.

If you don't pay your insurance excess in real life you get jack also.

Although from a gameplay perspective receiving a lesser cash value of your loss, would probably decrease the amount of whining that's going on about it.
