Why don't NPC wings respond now?

What happened? I don't recall things being this training-wheelish the last time I did PvE.
NPC wings don't react until their wing lead blows up. I'm only speaking to assassination missions and res's.

It's a bug that's been around for too long..

They've decided they're not getting paid enough to risk their lives, so they fly around looking menacing but don't open fire on you.

Maybe that's it- kill the lead ship and they're not getting paid any more so it's only then they get grumpy.

Because if a bug stays one or two update cycles, apparently it's yours forever.

This bug started 3 or 4 patches ago, but hasn't been fixed yet. I have no idea if's been reported on the Issue Tracker.
