Despite the Zoopedia saying that Formosan black bears are good swimmers and that they can catch fish, they can't use the frozen fish enrichment item. All other bears (except pandas) can use the frozen fish, so the Formosan black bear should use it too. They already have the frozen fruit, which I guess uses the same animations, so it should be easy to add the frozen fish too.
