Why is a weapon or kill warrant scanner that is not deployed drawing power?

I have a Vulture and am struggling a little with its electrical power limitations.

I have it slightly overloaded with gadgets drawing power and have turned some off gadgets and functions to manage the power; the cargo hold, for instance, is disabled.

But something about the hard points is puzzling. I cannot have both the KWS (kill warrant scanner) and my 2 pulse lasers deployed simultaneously, yet if I do not have the KWS powered off, my lasers have insufficient power to operate when deployed, and vice-versa. This seems inconsistent to me. It seems like the logical way for the ship to operate would be for the gadgets that are deployed to be drawing power, but when not deployed, they would not be drawing power, especially if their deployment is mutually exclusive of the deployment of other gadgets. This would solve the problem of having too many power drawing gadgets attached to the ship by eliminating power draw from those gadgets that are mutually exclusive when deployed/not deployed.

I'd like to understand the rationale for the way the ship is operating, and would appreciate it if someone could explain this seeming inconsistency, and/or advise me if I've missed something.

You need more power by Priorities. Put FSD, CARGO HATCH, FUEL SCOOP, etc into lower groups. If you know this already then you need more Power. Either try a bigger PP or Engineer it and other stuff or get a Class Lower KWS as you seem to be at your limits. Pity that the % does not relate to what you set these at as you can even run your Ship perfectly when well over 100% and even at 125% in some cases.
You can if you also wish run your KWS on the same button as a Beam thus saving you time to get the kill.
KWS is actually still deployed with all hardpoints as it is classed as one. Even if you do not have it powered. Just like a MC that has no more ammo. OK?
 
You can't deploy hardpoints (and utility modules which are tied to hardpoints) independently from one another.

This one. Fire groups don't determine what's active/deployed and what isn't.

There's only two options for your ship. All hardpoints deployed, or no hardpoints deployed. Everything else is power management.
 
yes one of my biggest problems is the passive power draw of some modules even when retracted
and some modules should obiviously be less power hungry like the cargo hatch,SRV bay and missile launchers mainly
the kws scanner has absolutly ridicoulous power requirements and what for ? withouth it your ship is perfectly capable of communication with any station galaxy wide so why a seperate module for this function even ?

same goes for your framshift wake scanner it should be redundant since lining up with a wake you can see with your bare eyes where its pointing at but you cannot highlight a star straight from you hud and looking at the left hand panel wont show you wich star your looking at

i believe the advanced discovery scanner should have the most power draw since it can ping a whole system but for some reason it draws no power at all

and some modules should obiously be more power hungry like a size 5d sensor or a size 5 fighter bay wich currentlty draw less power than a docking computer

Not what you are after OP but you could always turn the scanner off when not in use till you get a better powerplant.

And, that's never made sense to me. The utility modules are not covered by hatches and
chaff, heat sinks and, point defense all work with or without hardpoints out. So why do I
have to deploy hardpoints to use any of the utility scanners? People see a hollow triangle hanging
around a station and, even in MOBIUS, they get nervous. All I'm trying to do is get a few more
Datamined Wake Exceptions for FSD range mods.

I agree with most of everything you wrote. Power management upgrades would solve a lot of issues. I'm just not ready to do that yet.

I have carefully researched and set my ship's modules' power priorities. That's not the problem. Some of my ships modules are correctly powered down when I activate a Fire Group; the ship deploys (makes visible and accessible) either my lasers or my KWS (Kill Warrant Scanner). But that's not enough. I have to power either one or the other completely off to have enough power for the one that is deployed (visible and accessible).

I repeat, the problem I see is just with the KWS and the lasers. They are not being deployed simultaneously. Why are they drawing power?

Maybe I've had a perception issue with the KWS (Kill Warrant Scanner). It's controlled by a fire control group trigger. To me, that implied "hard point". When I deploy my hard points, sometimes the KWS appears, sometimes my 2 lasers appear. So it seems that hardpoint deployment is part of the mechanism for using the KWS. It draws a LOT of power, but should it if I don't have it deployed?

The KWS is in a different Fire Group than the lasers. Why should either be drawing power if they are not deployed and ready for use?
