why is all of unknown space saturated with pirates?

no matter how far you go from civilization there are bloody pirated interdicting you in almost every system. good luck exploring that super massive black hole in the center of the galaxy, but the damage from all the interdictions along the way will likely kill you.
also why are pirates still spawning inside planetary rings that have no marked extraction sites? even those inside unpopulated systems, 100+ light years away from the nearest populated system?

finally why did that anaconda appear, inside that pristine metallic planetary ring, inside a system 100 light year from civilization, in the 5 minutes that i was gone because of a real life emergency, making me loose just shy of 1 million credits in platinum and exploration data?
i guess it's back to my cobra hunting down those anacondas earning 150.000 to 200.000 credits per kill... better credits per hour than mining and exploring anyway >.>
 
I've read on here that you really need to be 400+LY out from civilization to stop seeing any NPC's outside of USS, which that far out I wouldn't drop into anyway. I went 500ly out towards the core and got interdicted once, all luck I guess.
 
Yeah 400-500 LYs away from civilization you won't be finding anyone out there any more.
