Horizons Why is Elite Dangerous Horizons flagged as being in early access on steam?

I think FD are worried of adverse feedback if its classed as a full on release, which is fair enough because they are likely to get it, despite Horizons being quite a lot of fun so far

Because the game will be supplied with more content as the year goes by. Is not sold fully finished.

Because they are upfront this time that they released a rather rushed and unfinished product.
