Trying to figure this out as I have a burst build on my FDL. I was going to mod two bursts with G4 rapid fire but notice the pulse rapid fire at the same grade seems much better. Wondering if I should replace the two bursts with pulses and mod those instead?

You're probably looking at grade 5 on the pulse laser

I've noticed that, bursts get notably less of a fire rate boost than pulse lasers even on equivalent mods. I would guess it is a weird coding thing where it only begins the reload of the weapon once the burst is finished rather than when it begins, so burst lasers lose out on fire rate as the length of the burst itself is fixed and not affected by the RoF mod. However, the RoF changes don't work both ways as bursts still suffer the same RoF penalties from other mods as pulses.
Yes burst is not really that good at the moment. They are good at module damage. On paper the dps is quite good, but in reality you lose a lot of that dps because of the way it works. It fires three laser shots at once, but when they hit they don't land on top of each other, there is natural jitter between each shot. So the second and/or the third shot can miss completely lowering the dps. The further you are way the worse it is. For the extra power plant requirements, distributor draw and extra heat of burst the dps doesn't balance it out.
I've been rolling with 4 bursts on my FDL as an experiment and they really aren't that great. Thinking of replacing them with 4 modded pulse lasers.
