Why is my Python getting so hot when fuel scooping?

The rating of the power plant defines how good it is with heat. C is better than D, but with your current setup I would go for 5A.
 
Are you fuel scooping correctly? Fly to fast or to close to the star build up heat fast.
I use to keep a descent distance to the star, (when fuel scoop become active ) then speed up a bit and then fly closer and closer to the star and when my temperature goes to 98% I set throttle to zero so I am just go in 30m/s.
It will keep your current fuel scoop at same pace ( tons/sec ) but you wont build up any heat.
Speed build up your heat fast and faster you go, further away from the star you have to be and less fuel over time you scoop. So try and find the balance :) Scoop effectively and not go over 100% heat.

I have never seen speed increase heat, and I have just racked up 100000ly of scooping. Bigger power plant, and if you are exploring, turn off everything you don't need, including scanner and power dist
 
I never owned a ship where having an A drive made so much difference on scooping fuel. An A4 scoop with a D drive was able to scoop 150 yadas/yada. The same scoop with an A drive did twice as much.
