The current PP system is simply a bad design for a number of reasons.

Using the existing reputation system and a faction specifc mission board for hunting, protecting, reinforcing and scouting rival powers would have beeen better, simpler and simply more FUN.
2. Uneven Merit Rewards
See point 1. The merit system is flawed in so many ways and one heell of a boring grind.
3. Short Term Rank Goals
The way the game scale the rank rewards mean that most people will push up once or twice to grind points to get the 5 or 50 million and those that sit at rank 1 still gain a lot of the main system rewards.
The work on higher tiers are simply not worth the time and the effect in the universe is neglible. We need to feel that we are part of something greater.
4. Merit Decay
See point 3, if Merit Decay was in effect as a slow drop in reputation for inactivity for a long time but having a political party loose faith in you just because you needed to go somewhere for 4 weeks is extreme.
Solution
Don't really have one - I have plenty of ideas though.
1. Change ranks to be a long term goal (say rank 1 to 100)
2. Add TIME to the monetary reward to give an incentive to stay for a long time
3. Let the monetary rewards grow slowly with TIME and RANK instead of the 500K / 5Mil / 50 Mil
4. Let rank decay be a small percentage from your total rank for each day you do not earn merits
5. Let faction bonuses be based on rank so that at Rank 20 you have +20% bounty reward and at rank 10 you have 10%
Remove the GRIND and make it IMMERSIVE and a FUN long term goal.
Do not reward us for grinding but for long term participation.
Rank Progression Example: New Rank = Old Rank X2 (Yup, a damn grind but long term goal)
Each Rank gives +1% faction system reward like bounty, trade bonus etc
Monetary Reward Example: Rank 40 Days Affiliated 800 = (40*800)*100 = 3 200 000/Week
