I'm still trying to work out the correlation between the spawning of the seeking goods and system states / governments. Have you had much luck?
But as I have already mentioned, I have seen some other systems with the main faction in lockdown state, but no convoys...
I think it's pretty erratic, but lockdown may be a must.
