Why NPCs camping landing platforms so long?

Its pretty stupid to switch to solo mod everytime I want to land the only medium platform on the outpust, the NPC is sitting there almost an hour now.

NPCs automatically launch and make room if you submit a docking request to a full outpost, it just takes a few seconds. If they aren't launching then you're looking at a bug.

1) Watch the NPC for an hour.
2) Switch to Solo to dock.

I switch to solo and land, then I switch back to open game, because I don't like solo mod and when I return, NPC is still there, so have to switch again.
