Why? Just why?
So ISF can reach across star systems and even span the entire galaxy to pay fines, but for some reason if you go to the ISF and go "Here is my ship ID code, clear the bounties on it" they go "Nope sorry too difficult!"
It's hard enough getting a 600cr bounty be permanent for some reason, but the fact that you cant go in and pay your dues like an honest citizen because you're not in the right ship?
What if I have a bounty in a big ship. I might be coming into a surface installation or a station where I have a bounty to pay it off, but that means there is a high probability of getting scanned and attacked. EDIT: Since I have learned of "Anonymous access" but I wasn't scanned so I have no idea if it actually marks you under some sort of "Parley" protection. So I guess it isnt' all that bad, but it's still bad.
This new bounty system makes more sense for murder, and other big crimes, but staying in a trespass zone for too long gets you the same treatment as a murder, whereas before murders and trespassing were given proportional punishments. Now everything is permanent, and as there is still no option to filter bounties if you crash into a type-9 in the toast rack at 101ms the game will treat it as if you murdered his entire family after them and that will stick with you forever, even if you're on the other side of the galaxy where nobody would bother going 50KLY for your 300cr bounty.
The previous bounty system didn't make sense in a lot of ways, but if this is an improvement people asked for...... maybe you shouldn't have listened to them because they have no idea what they're talking about.....
