There are a few mentions of multiple exclamation marks in the books and by Terry Pratchett himself, so it appears this is something he feels fairly strongly about. The basic idea is that a person's sanity is inversely proportional to the number of exclamation marks they use!

Checking back, when the forum was first launched, there was a limit of both exclamation marks and question marks. It was due mainly to poor supply and over demand, as such ED sent an edict to restrict their use. There is a glut of both exclamation marks and question marks in Federation space, as they are always trying to make a point and are always asking questions as they dont know what they are doing.
We have been promised in the 1.2 patch that the balance of exclamation marks and question marks will be restored, but only if trading in them becomes balanced.
