Why there is no key to enable Odissey in Steam?

I figured out I can get a key from my account, to enable ED on steam, but it only unlock Horizon and not Odissey. How do you unlock Odissey? As I play mostly on Steam, would be better to have the game there; instead of relying on the stand alone version. Also I assume that being linked, the account I have on Frontier with my progression, carry over to Steam?

Frontier doesn't give out steam keys anymore. Your ED purchase is probably an old one where you could claim a Steam key, and that is only valid for the base game.

STEAM (non-key)​

• All Steam purchases of Elite Dangerous made after April 2019 are non-key.
• They will not exist on your Frontier account, even when linked.
• Your link to Steam will be displayed under 'third-party accounts' on the Frontier Store.

It is fair to assume Odyssey falls into this non-key category.
