EDDB does not say that O'Connor Dock in G 139-3 has interstellar factors.
EDDB page for this station. "Interstellar Factors" is marked in faint red, not solid green - meaning it does not currently have that facility. Perhaps it did once, but it hasn't had it for a while as the station is the controlling station for the system and the G 139-3 system has been firmly in Federation Corporate control as far back as INARA records can see.
The "defaut" bounty when you blow up a criminal always belongs to the local jurisdiction owner. But whenever you use the KWS, you have a chance of picking up bounties from outside the current jurisdiction in addition to the main bounty. These bounties could come from literally anywhere in the bubble (I routinely acquire bounties from factions based 200 LY away).
If you were to choose to hand in these distant vouchers in person, rather than using an interstellar factor (personally, I find going on an occasional bounty-collecting road trip to make a nice change of pace, sometimes; the exploration credits from scanning-while-travelling are a nice bonus too), then there are two ways of finding the issuing faction.
First, for the vast majority of NPC factions, their home system is right there in their name. In the case of the examples in the OP picture, the home systems for those six minor factions are Nicassee, Sakpatsya, Pularungu, LO Muscae, HIP 9774 and Haroingori, respectively. While these factions might be present in other systems, they
will be present in those systems. So you can just type that name into the galaxy map search button, and plot a course.
Second, of course, are third party tools; these are optional for the above minor factions, but more or less essential for finding "generic-name NPC factions" like Blue Allied Industries, and also of course for PMFs, which rarely indicate their system of origin.
