Horizons Why will it not put out the skimmers

I am in a mission that requires me to kill 3 skimmers. It has only put 1 in the air for me to shoot. I am driving all over the place to get the other ones to pop and no luck. Help!!!!

assuming you are at a base .... look out for red marked districts, if you can get into those more skimmers will spawn.

alternatively - in a circle of 100 km around a base, all skimmers will be from the minor faction of the base, and you can shoot those spawning in POIs (blue circles) as well.

I was in the base, and it would not respawn them.
