Why wing mission in solo play?

OK, speaking of wing missions, last night I took on a lot of data and cargo missions to rank up in the Empire. By accident I took on a wing mission in my zest, it was to deliver 6k of something. I didn't load anything for that mission because I was going to do it last.
Again I say, there were no items loaded for this mission on my ship, on my route I get interdicted, this usually is no problem, but this NPC was on me like glue, after avoiding the interdiction and he would just pop back up again, and again and again until I finally just missed my avoidance. OK, my ship gets destroyed and I know that I will lose cargo for the mission I had stacked up, my data mission where left intact.
Yet the wing mission, the one that I hadn't loaded anything onboard yet, also said that I failed. Is this normal? I could understand failing the mission if I have at least one item aboard. Not only did my rep and influence get affected but the fine I had to pay was very steep.
