I'm afraid the only explanation for this is, that they just copied the settings from any other wall pieces and those are usually opaque. Nah it wasn’t that. There were times the Tapirs were right up next to the glass and the guests were still outside. The glass I was using was bugged and not actually transparent to the guests. New glass works.Considering the screenshot my answer would have been "because the tapirs aren't there". The guest AI drives them to be as close to the animals as possible, and I can see that the tapir in the screen are over by the outdoor viewing area.
