Why won't anyone view my Tapirs from inside here?

As you can see they're all outside. Can they not see through glass panels like this? Is it free air or habitat glass only?

What is the glass panel that you used called? Perhaps this particular one is not see-through or maybe the guests think the view from outside is better option.

It’s the new world glass panel. They were watching from there before I put the glass in. The Tapirs were just hanging out like a foot outside the window too and they didn’t care.

Yeah, I believe that one is not see through. You can try using the normal glas panels. The off gird ones. Not ideal, but unfortunately it is, what it is.

These are the off-grid ones, and not the opaque ones either. Why is it so confusing? You’d think glass would just be see-through, it only makes sense.
 
I normally use the non-grided one way glass pieces for this kind of buildings. People prefer to look from where there's no glass, but they also look through those glass pieces if necessary.

I'm afraid the only explanation for this is, that they just copied the settings from any other wall pieces and those are usually opaque. When we got the mesh pieces with a free update, none of them were see through up until the patch.
 
It's a bug. They didn't program those items as 'transparent' for the guest's AI. So, no it doesn't make sense. It's pretty hilarious because I regularly get guests who will stand in front of solid rock to view an enclosure but they'll happily ignore a viewing point three steps away.
 
Considering the screenshot my answer would have been "because the tapirs aren't there". The guest AI drives them to be as close to the animals as possible, and I can see that the tapir in the screen are over by the outdoor viewing area.

Nah it wasn’t that. There were times the Tapirs were right up next to the glass and the guests were still outside. The glass I was using was bugged and not actually transparent to the guests. New glass works.
