Why won't you make babies?

They're extremely compatible, not related, opposite gender, perfectly happy, in a roomy enclosure, with full research. They've been together for YEARS, and don't seem to have any interest in each other. What am I missing here? Is it just that the RNG is being spiteful, or is there something else I could do to help move things along?

If they have mated with any other leopards in the past couple years they may have to wait for the monogamous pairing to wear off. Some animals mate for life but these aren't one. Otherwise, yeah, just RNG and the low male fertility. Make sure it's only these two in the enclosure as well since they don't like others.
 
They're alone in the exhibit. I checked to see if they had any previous mate, and both show "Current Mate" as "None". And I know they're not related. One of them I bought from the market, the other was bred right here in my zoo from a previous couple. In addition, you can see that the red area on their gene potential for Fertility does not include zero. If they were related, it would be red at the bottom of the bar (representing potential infertility from inbreeding).

I guess it's just bad RNG. I know the fertility isn't great, but I've had animals with 15% fertility pop out multiple litters, so I think as long as it's not zero, you're okay.
