wierd stuttering/frame skipping in game HELP!

every minute I get like 2 consecutive frameskips (video below)
Tried deleting every file related to elite and reinstall on different ssds and hdds This is getting super annoying since I messes up all dog fights... HELP

this is often down to some app like g force experience sneakly constantly running background processes
some game record software also has constantly running processes
sometimes it's just down to your driver being to recent or too old
try uninstalling anything that may be the cause especially if it has constantly running monitoring processes even when not run
is all I can suggest

I had a similar problem. This is how I fixed it. Turn off V-SYNC in Display options in game.

tried disably geforce experience but I will try different drivers right now ill give more info in a minute
 
watching your video, your GPU is stalling. Log in and do it again and see if your hard drive lights are on when that happens. If they are then it could be an issue loading textures into video RAM.
In the ED video settings, do you have 'Shader Preparation on Startup' turned off? That could help the stutter. If it doesn't and the game is installed on a mechanical hard disk, you may need to upgrade to an SDD.
 
This has all the signs of a internet issue man. Make sure you have UPNP enabled or ports forwarded. Also, make sure windows is not updating. Type 'game mode' in windows search and click 'game mode settings'. Turn off; xbox game bar, captures and game mode. If it still happens, you can turn all that back on, but it will for sure be your internet. Try restarting your modem and router. If you have access to your router, you can go to administration---command line and type 'nvram && clear'. It will clear the cache for your router.
