Horizons Wierd surface station

I have been flying around Maia, exploring, and on one planet I found station called Pavlou Keep.
It was surrounded by a bunch of goliaths looking very busy.
I had approached it about 10 klm, but could not lock onto it. Do any players know what this place is for? Why it is there?

In EDDB one of the planetary stations is Palin Research Centre. I did not see this one, but I presume it is another base that can't be accessed or found by players except by chance. Again, do any players know what these two bases are for?

Palin Research Centre is an Engineers Base. You won't be given the location unless by invite. Find it by accident and you'd better run. Engineers don't like uninvited guests.

Could be a mining outpost, there are a decent number of those knocking about. They don't show up on maps etc.


But wouldn't a mining outpost be approachable?
It had about five roundish and low structures and about a dozen goliaths flying around. No other vehicles or activity.
 
Different mining outposts have different security - I've seen them with none, and harvested some nice minerals, and I've seen them with heavy security - even once an eagle, which is pretty heavy against an SRV ;)
Could be something else, but it's (probably) just an unsanctioned outpost which may or may not have exciting stuff there. If the latter, it may be for future expansion.
If it's got a data point you can scan without getting killed, you may also find that generates missions via your comms panel.
