will 1.3 wipe your card clean

so when the 1.3 goes live does that wipe your card clean seeing as you have the choice to pick a faction to side with , i only ask because at the moment i'm classed as hostile with the feds
if it does great if not i'l be a bit restricted as to who i side with ?

No your reputation will remain the same.
1.3 has implemented a faster reputation decay, this means that you will lose rep with factions you are not working for more quickly, meaning you will have to decide more or less who's space you going to be spending most of your time in. Although you still could remain allied with all major factions it will just be harder too do when 1.3 goes live.

Your reputation with the major factions will deteriorate (either from Positive or Negative) towards neutral ground when you are logged out of the game.
Obviously it's not an immediate process, but it should help those who are struggling with negative reputation.

To clarify more: your reputation will only decline from allied to friendly, or from hostile to unfriendly. And it will only decay when you are offline.

No, because you're not choosing a faction - you're choosing a Power, which is a different thing. In fact, since Powers within a faction often work against each other (eg Arissa vs Patreus), you can sometimes find your work for a power actually decreasing your rep with their faction.
