I'm not sure about Steam Deck, but it works on Stream Deck...

Steam Deck is the new Switch-like handheld console made by Valve, and it's coming out in December. So maybe Elite will work on it.

It's linux based so it'll likely eork - the main problem on linux seems to be the launcher and not the game itself currently.

Since the Steam Deck is stated to be capable of having Windows loaded onto it instead of SteamOS, should the user wish to do so, I don't see why it shouldn't be capable of playing ED Horizons that way, even if not natively.
