Will expansions on elite be mandatory?

That wouldn't seem right, and could appear as FD coercing a player into getting an expansion they don't want. More likely, there'd be a simple game mechanic for it. Probably an AI controlled one.

They don't need to be mandatory but I can't see a single player NOT choosing to buy a planetary expansion or first person/ground vehicle ability.

...so I'm not sure how much of a problem it will be with players having different degrees content.

they want to actually put cities in there so it will literally be a gta in space.
if they put two huge detailed, crafted, alive cities and procedural planetary landings would you not pay 120$ that's paying for two new games. which is what it essentially is......and god knows we will never leave if they do this.
 
I'd assume that if a player does not have the "Planetfall expansion", his ship just won't have the necessary equipment to land on planets. Those who do would probably need to purchase some sort of utility slot item for planetary landings (an "Atmospheric Entry" module maybe?). This way the planet landings issue is pretty easily solved.

I am actually interested in seeing how FD may solve these and other upcoming issues with expansions, eg the "Players as crew members" expansion :D

i love being alive right now. i mean we are on the verge of a new evolution in gaming....a space gta......
this game could go on for years and years if they keep updating it. and adding new features. it could compete with games for the next 10(even more) years.

I feel much the same way. I seem to remember EvE was considered a 'niche game' when it was being developed.

hahaha omg the only reason why it was'nt more popular is cause people would pay like 300$ then lose it in literally 5 min from a battle.

That's easy. The passport official at the starport says you don't have a visa, so you have to stay in your ship. Any visa offenders will be terminated with extreme prejudice - "Do not risk annihilation!". ;)
