Will ice & graphite tactical paints ever be back?

Are they only missing from the store or are they missing for people who previously owned them?
I can still see Graphite and Ice in my livery options, but I bought the tactical pack a while ago.

Previously bought packs are present since Sept. patch, they were never gone, lack of them only applies to these you haven't bought earlier.
