I'm expanding my system with extraction and refining planetary instalations to hopefully be able to produce some of the bulk materials needed for expanding my system. I was wondering if some of the local NPCs will be able to utilize those instalations or trade with surrounding systems to deliver some of the materials to building sites once BGS starts BGSing in the system or does building has to be done by players only?
Will local NPCs help with building once BGS kicks in?

Not even a little bit.
They already are helping, that's why we only need to deliver thousands of tonnes, not millions.
If you hang out by your colonization ship, you can watch the NPC Type-9s etc coming in to dock, then heading off for more loads
Unfortunately that also means the list we see is the list we have to deliver; it doesn't get any smaller

Let's just cut out the middleman. If NPCs can do that, they should just decide which places they want to settle based on their needs and we should be helping them. 
That's the future for you
