Concerning the Alpha (which in itself is in an unoptimized state), GPU VRAM seems a bit more important than before. 3 GB VRAM is rather lackluster.
If you need to save up, aim for a GTX 1660 Super or RTX 2060. Both have 6 GB VRAM which is within the recommended specs of the 1060 6 GB but both are better in other specs as well. For the AMD side, the equivalent would be the RX 580, the RX Vega series or the RX 5000 series. All of them have 6 or 8 GB VRAM.
If you want something beefier, i'd recommend buying a complete system instead because scalpers aren't interested in complete systems and the major system manufacturers actually get prioritized in part distribution.
suggestion try a clean reinstallation of latest driver package for the R9 280X
You can find the AMD drivers matching your GPU here:

and delete the gpuworktable.xml in your frontier products folder
That file is in the ED installation directory. If you didn't change it, the default is either
C:\Program Files (x86)\Frontier\Products\elite-dangerous-64 or
%localappdata%\Frontier Developments\Products\elite-dangerous-64
If you installed it from Steam it's in <Steam directory or library directory>\steamapps\common\Elite Dangerous\Products\elite-dangerous-64\
