Will we get a fix for NPC Module Malfunction in 2.1?

As far as I can tell, NPCs don't suffer heat damage, nor module malfunction. This makes Felicia Winters' PSMs a lot more useless, which is the last thing Powerplay needs.

I know we're getting a heat management fix, but will we at least get the Pulse Disruptors to function against them? Even better, general module malfunction.
 
I hope the bounty rules will also apply for NPCs.

That said, NPCs should learn to fly and equip their ships properly. I have recently been fighting a bit and I find that many either behave stupid (yes, head-butting a Corvette equipped with A7 prismatic shields and 6 shield boosters is suicidal) or are motivated only by achieving the maximum time-to-kill, flying in evasive patterns that minimize their damage taken, but also never puts them in a position to actually fight back. They also very seldom retreat when outgunned.

Why can't all ships be modeled equal and then AIs created to properly fly them?
