Hardware & Technical Windows 10 doesn't like me personalizing my computer, please help ASAP?

I installed Windows 10 on a second computer and had the option to change my title bar's colour with it saying "Show color on Start, taskbar, action center, and title bar."

When I installed Windows 10 on my main gaming computer, it only says "Show color on Start, taskbar and action center"

Iv'e looked it up to see what's wrong, but articles just say that I have to go through a bunch of registry editor nonsense.
Thanks to Windows 10, I have to do everything with only Powershell as well unlike old Windows 7 (sarcasm)

I have many reasons to believe there are ways to bring back this option. If anyone can help, thanks in advance.

COULD OF SWORE i clicked on ED forums and not a Microsoft one

windows doesn't like you running any application that isn't Microsoft.

I once moved my taskbar to the top of the screen which confused the out of tech support.

When something goes wrong they blame third party software.

Back in day MS had secret apis that enhanced ms apps over 3rd party
