Wing assassination target not wanted - bug or intended?

I'm doing plenty of wing assassination missions these days to stock up on mef, efc and biotech conductors.
Today I got a 100cr fine for attacking my target (terrorist leader) and thus I noticed he wasn't even wanted.
Killed him anyway as I didn't want to abandon the mission and lose rep.
Needless to say I got a 5000cr bounty.
Fortunately I was able to pay it off immediately at my trusty Interstellar factor's.
Couple missions later the same happens but this time I'm not even able to pay it off immediately because now I've got notoriety...
When ordered to kill a terrorist leader I'd assume he's wanted.
Do I miss something here?
Did many of those missions in the last days but that's a first for me...
Working as intended?
 
Assassination targets have always had a chance to have clean targets. It's intended that some are going to be illegal kills. One man's terrorist is another man's rebel hero. The mission should tell you if there is a possibility that your actions will be considered illegal.

Well, I didn't check beforehand on the mission board as I wasn't aware that's a thing.
Don't know if it's supposed to but the mission description on the transactions panel doesn't say anything about it.

It would tell you as you pick it up, perhaps in red text. This one in particular, though, has you killing a member of a faction that likely controls the system, Meep from LFT 424 Rats in the LFT 424 system, so to that system the target is clean, that or the nearest station is controlled by LFT 424 Rats, which would also incur legal trouble since you killed a clean member of their faction.

In any case, the mission should warn you of possible crimes before you pick it up, if it isn't, then that is the bug.

Factions with the name "Rats" are usually pirate factions, so their members are usually wanted. I thing this is a bug.

What's more. You shouldn't get notoriety from killing a mission target, even a clean one, though you may still get a bounty.
 
LFT 424 Rats don't control anything in that system, with the system being controlled by a Federation Confederacy, so this could possibly be a bug after all. At least I don't think Confederacy is lenient on Anarchy.

Still odd. At least I'd like to know how long I'm considered notorious...

It's supposed to be 2 hours of in-game time per level of notoriety. But there have been numerous reports from folks saying it's not working properly, and often takes much longer.

I guess you'll find out :)
 
Well, I found that many times too.
From my experience, you can either

a. Drop out from SC and reenter. That will respawn the target and hopefully it is a wanted one.

b. Interdict him anyway. That will result a 300cr fine but that just a fine so it is easy to get rid of. After a successful interdiction, you have 2 choice.
b1. Use your KWS scan him first. In most cases he will got 100~300k bounty some where else. So after a KWS scan, you are free to open fire on him.
b2. Wait for your target open fire on you first. Yes, he will open fire on you regardless he is clean. So he will got a 200cr bounty and you will have your right to return fire.

But beware that his wingmans will stay clean if you did npt KWSed them or they did not fire on you first. So watch your target.
 
I notice it also couple weeks ago. And I reported it through the bug forum...

My observation so far is that if your pirates Lord or terrorist isn't wanted. You have to wait that he attacks the ships security. It will become wanted with 400 cr bounty.

I has this problem when I dropped and attacks him directly. If you wait few seconds, he will attack the target authority.

Or you low wake and drop in another signal.( because let's be honest. 400 CR bounty isn't worth it after all)

And from the report bug, I don't know if any official has replied or not.
